Athens – Following its passing by Parliament and the consequent signing by the Empress, the Law on the Liquidation of Regional Intelligence and Security Services will go into effect as of May 1, 2100. The Law will end the remaining operations of almost all regional intelligence agencies. The Imperial Intelligence Community are completing their efforts to replace them. Due to their special expertise, the National Intelligence Service (Greece, Εθνική Υπηρεσία Πληροφοριών) and the National Intelligence Organization (Asia Minor, Millî İstihbarat Teşkilatı), will continue limited operations.
A History of Inter-Region Conflict
Following the 2094 Royal Decree on the Uniformization of Intelligence Gathering and the implementation of the Constitution, most operations were already transferred to the Imperial level. As of the Royal Decree, all international operations were done by Imperial agencies. Meanwhile the constitution prohibits operations within one region against another. The Constitution also transfers most other areas of operation to the Imperial level. The newest law, as such serves primarily to add legality to the current practical situation. Some parties demanded the abolishment of all regional agencies sooner, however opponents argued successfully that a transition would allow more expertise to be preserved. The risk of leaving gaps in the security of the Federation also proved compelling.
The National Intelligence Service will be allowed to continue its anti-crime operations. It maintains an extensive database and network of connections on large criminal enterprises. While the Imperial Police’s Organized Crime Bureau is working on taking its place, that transition is proving slower than hoped. The National Intelligence Organization meanwhile will continue its Counter-Dissident operations. The Turkish people in the Union of Asia Minor have proven the greatest opponents to the Federation. The MİT combines a large network of informants that are distrustful of the Greek dominated agencies with knowledge of the area. The full staff of the Counter-Secessionist Bureau will eventually be absorbed by the Counter-Secessionist Desk of the Internal Security Agency.
While the remnants of these two organizations have been given a final lease on life, even they will need to end operations before January 2101. Only highly specific intelligence departments, such as those attached to some police forces, may continue after that date.
The Future of the Imperial Intelligence Community
The multi-year effort is one of many areas the Empress has worked on creating an Athenian identity. By transferring power and authority to the Imperial level, she seeks to simplify operations. However she also seeks to create loyalty to Athens first and the region second. It also addresses another problem, the one of inter-region discrimination. In recent years there have been several incidents of the agencies of one region refusing to cooperate with another. At times this has caused unacceptable losses in human life.
The Imperial Intelligence Community is both unified in its oversight yet diverse in the practical agencies as well. It is helmed by the Council on Imperial Intelligence, which is composed of the directors of all agencies. The Council is subject directly to the Magistrate of Security. The Assembly and Council have their own oversight committees to preserve democratic control over the intelligence community.
The Foreign Intelligence Agency is the agency exclusively tasked with all international operations. Its exact mandate is a closely guarded secret, but any international activity involving Athenians probably has their fingerprints on it. The Internal Security Agency is tasked with gathering intelligence on and proactively operating against domestic threats. It is the only intelligence agency allowed to make arrests and in general is granted wide powers to fulfill its objectives. It is also believed to maintain a large domestic surveillance operation, however these rumours have been often denied by Ministry of Security. When it comes to the digital reality, the Cyber Crime, Security and Intelligence Agency is given the unique mandate of all digital operations. This includes the wide range of powers from tracking down internet scammers to sabotaging an enemy’s powergrid. So to any would-be grandparent scammers we recommend to think twice. You wouldn’t want them to accidentally press the remote kill button when handling your case.
Perhaps more worrisome than the officially chartered agency, is the one that seems to not exist. There have been reports for years about agents working for a Special Purposes Directorate engaging in operations and arresting people. When asked, govenmental officials have always refused any comment on their existence. Reports are often barely cited and no one has ever secured an image of an agent. As such while we did list them here, we do believe their existence to be a myth.
While not a member of the intelligence community on an organizational level. The Imperial Police through its Organized Crime Bureau, Cross Region Crime Bureau and Counter-Terrorism Bureau is also heavily involved. Each branch of the Hellenic Forces has its own intelligence branch. The Hellenic Space Force due to its control of all space assets and the Hellenic Air Force due to its control of the drone fleet, especially are essential members of the community.
While many human rights activists celebrate the integration, as it makes it easier to hold agencies responsible. There are also critics who believe that centralizing so much power allows for widespread abuses. They doubt that the oversight in place will be able to dig through efforts to obfuscate that which individual agencies want to keep hidden.
Regardless of people’s opinion, the Law has become the law and once it goes into effect the old way will officially be over.
